Etsy Buyer Charged Customs? Why Your US Buyer Got a Bill (and How to Prevent It)

Last updated: October 2026 · By HunterMa

Etsy buyer charged customs on a US order? Then the parcel almost certainly went without duties prepaid. The carrier then billed the buyer for US import duty plus its own brokerage or collection fees. Since 9 July 2026, Etsy requires DDP (Delivered Duty Paid) shipping for US orders. So the buyer can claim a refund of those charges, and Etsy can take the money from your account.

This guide explains why US buyers get customs bills, what Etsy does about them, what to do today if it has happened to you, and how to stop it happening again.

Why was my Etsy buyer charged customs?

Questions about surprise customs and “brokerage” bills come up again and again on r/Etsy and r/EtsySellers. In almost every case, one or more of these four causes is behind the bill.

1. The parcel was shipped DDU, not DDP

With DDU (Delivered Duty Unpaid), also called DAP (Delivered at Place), the buyer pays the import charges when the parcel arrives. With DDP, you prepay them when you buy the label. Etsy’s international shipping Help page says that with DDU, buyers pay “any applicable tariffs, duties, taxes, and carrier handling fees” on arrival.

Some postal and commercial carriers use DDU, and a carrier that offers DDP may still sell you a non-DDP service. The carrier’s name alone tells you nothing.

2. Carrier brokerage and collection fees

Buyers are often surprised that much of the bill is not duty at all. US Customs and Border Protection (CBP) explains that first-time importers get bills for duty, CBP’s merchandise processing fee and “customs fees”, which “are actually charges for the services of the broker who cleared your goods.”

UPS’s US import fees page, for example, lists a disbursement fee for advancing duty to customs, and a $12 USD International Collect on Delivery fee charged to the US recipient when duties aren’t paid before delivery (checked 16 Oct 2026). Other carriers publish their own fee lists.

3. The US de minimis exemption is suspended

Parcels worth $800 or less used to enter the US duty-free under “de minimis”. Etsy’s Seller Handbook notes that this ended on 29 August 2025, and in June 2026 CBP published two rules suspending it indefinitely, for mail and for all other modes. CBP’s e-commerce FAQ says the suspension covers goods from all countries and that all applicable duties, taxes and fees must be paid. So a small parcel that once arrived free can now owe duty.

4. Wrong HTS code, origin or value

US duty depends on classification, country of origin and value. Etsy says US shipments need a 10-digit HTS code and that you alone are responsible for your customs information. CBP warns that an inaccurate description can mean the wrong duty rate.

Pitfall: a DDP label prepays duty based on the data you entered. If that data is wrong, the prepaid amount may not match what CBP assesses, and carriers handle shortfalls differently. Ask yours.

What Etsy does when a US buyer gets a customs bill

  • Buyers are told they don’t pay. Etsy’s buyer Help page on customs says: “If you’re in the US, you’re not responsible for unexpected customs fees on orders shipped from other countries.” It sends them to the seller first, then to a case.
  • Buyers can claim the charges back. Under the Buyer Policy (updated 5 Oct 2026), a US buyer charged duties or other fees because the seller didn’t use DDP “may claim a refund of those charges”. If they refuse delivery instead, they may claim a full refund, including shipping costs and customs duties.
  • The money comes from you. The Seller Policy says a refund can include customs duties or import fees caused by your failure to use DDP. Etsy can refund the buyer and recoup the funds from your account, including your payment account reserve.
  • You lose Purchase Protection. One of the eligibility conditions on Etsy’s Purchase Protection for Sellers page is “Duties and import fees are included upfront if the order is shipping into the US.” Without DDP, you lose Etsy’s cover of up to $250 on the order.

Etsy’s announcement of the change put it plainly: if buyers are charged tariffs or collection fees by the carrier, “they’re eligible to be refunded and the charges will be deducted from the seller.” That includes the carrier’s fees, not just the duty.

There is one narrow exception. The Buyer Policy excludes the claim if Etsy decides that no DDP option was genuinely available and the buyer expressly agreed to the charges with you in advance.

Pitfall: some Etsy Help pages still carry the older generic line that buyers pay customs on delivery. For US orders, the Buyer, Seller and Shipping Policies now say otherwise, so don’t rely on that line in a case.

Your situation What Etsy’s rules say Who ends up paying
Shipped DDU, buyer paid the bill Buyer may claim a refund of the charges You
Shipped DDU, buyer refused the parcel Buyer may claim a full refund, including shipping and duties You (and the carrier may also bill you)
Shipped DDU, parcel lost or late No Purchase Protection for US orders without DDP You
No DDP option genuinely available, listing note and buyer’s written agreement in Messages Claim excluded if Etsy accepts the exception Buyer, as agreed
Shipped with a genuine DDP service Purchase Protection condition met Usually nobody at the door; check the carrier if a bill appears

What to do now if your US buyer has a customs bill

Act quickly. Under the Seller Policy, once a buyer reports a problem you have 48 hours to resolve it before they can open a case.

Step 1: Find out exactly what the bill is

Ask the buyer for the carrier’s notice. Does it list duty, a processing fee, brokerage or a collect-on-delivery fee? Then check your label receipt: was the service itself DDP?

Step 2: If you shipped without DDP, offer to cover it

The buyer can claim these charges anyway, so offering first keeps the order out of the case system. Refund the amount through Etsy’s refund tool in Shop Manager, so it stays on-platform and on record. If the parcel hasn’t arrived yet, suggest the buyer pays online before delivery: with UPS, that avoids the $12 collect fee you would otherwise repay.

Step 3: If the buyer wants to refuse the parcel

Offer to reimburse the charges instead; it is usually cheaper. If they refuse anyway, the Buyer Policy lets them claim a full refund. UPS also says invoices it cannot collect from the receiver (after a collection process of up to 42 days) are reversed back to the origin to collect from the shipper. Refusing can simply move the bill to you.

Step 4: If you did ship DDP

Save the label receipt showing prepaid duty, contact the carrier with the tracking number, and share that evidence in Messages and any case log. Then work through the checklist below before your next US order.

Here is a message you can adapt:

Hi [name], I’m so sorry about the customs bill. That’s my mistake: this parcel wasn’t sent with US duties prepaid. Could you send me a photo or screenshot of the carrier’s notice? I’ll refund the full amount of the charges through Etsy. If you haven’t paid yet, paying online before delivery avoids an extra collection fee, and I’ll cover that payment too.

How to prevent customs bills on US orders

Use a DDP service for every US order

Etsy’s Shipping Policy, section 1E (effective 9 July 2026), requires a DDP method “so that buyers are not charged import duties, taxes or other fees after purchase.” Etsy’s Help page lists DDP carriers and shipping partners by country, and UK sellers can buy Royal Mail International Tracked DDP labels on Etsy. Check that the service itself says DDP or duties paid. For the full rules and the exception, see our guide to the Etsy DDP requirement for US orders.

Price the duty and fees in

With DDP you pay the duty, so build it into US-specific prices, which Etsy lets you bulk-edit on up to 500 listings at a time. Etsy’s own US tariffs calculator estimates duty, but Etsy says it does not include carrier fees such as brokerage. Our free US tariff and DDP price calculator includes a carrier-fee field and shows the price that keeps your margin. Our Etsy vs Amazon Handmade vs TikTok Shop fee calculator shows what you keep after marketplace fees.

Get the customs data right

Use the correct 10-digit HTS code, the real country of origin (where the item was made) and an accurate value. Etsy pre-fills some customs fields, but checking them is your job. Never under-declare to “save the buyer duty”: CBP says misrepresenting value is illegal. Finally, remove any “buyers pay customs” wording for US orders from your shop policies.

FAQ

Why is UPS charging my buyer a brokerage fee?
Couriers clear parcels through customs brokers and charge for that work, separately from government duty. On a non-DDP shipment, the carrier bills the recipient. For US orders, Etsy’s rules make you responsible for those charges.

Who pays customs on Etsy orders?
Etsy’s Buyer Policy says buyers pay customs charges on delivery, except for orders shipped to the United States. For the US, sellers must ship DDP and prepay duties and import fees.

Can a US buyer get a refund for customs fees on Etsy?
Yes, if the charges arose because the seller didn’t use DDP. The buyer contacts the seller first and can then open a case. Etsy can refund the buyer and recoup the money from the seller.

My buyer refused the package because of customs fees. What happens now?
For US orders shipped without DDP, the buyer may claim a full refund, including shipping and duties, and the carrier may try to recover unpaid charges from you. Reimbursing the fees before a refusal is usually cheaper.

I shipped DDP and my buyer still got a bill. What should I do?
Confirm the label service was DDP, then contact the carrier with the tracking number and receipt. Keep the evidence in Messages in case the buyer opens a case. Also recheck your HTS code, origin and value.
